In the US loan without credit history and green card is impossible.  A co-signor who has US credit history and greencard/citizenship can however help in getting an US loan at a not so friendly interest rate.
Most people get educational loans from home country bank. It is easy to clear the dental assistant certification exam and make part-time money. F1 (student visa) status allows to work in such part-time jobs. Good luck!

Most banks / credit unions in US offer education loans. Best bet is to start with the banks where the cosignor has accounts. Chase, Wachoiva, BankOfAmerica all offers education loans. Lendingtree.com can help get rate quotes from banks all over USA but may not be of much use for loans for international students. Generally, only after getting the admission it is possible to apply for loans.

There are some nonprofit financial institutions that offer education loan (look for international students link in below) example,
http://www.teri.org/loan-center/loan-programs/health-professionals/eligibility.asp

It is a good precaution to purchase Term Life insurance (very affordable) for 2x education loan amount on the name of the student.

Good luck!
